Our team is developing the project: Boat catalog of all boat manufacturers for http://www.oceanlist.com boat classifieds website. Should we request permission to use photos in a boat catalog from every manufacturer? Is there any legal way we can include the photos without permissions? Thank you.

I would request the photos and permissions from the manufacturer directly where possible. however there is no prohibition from you either taking your own photos, or contracting with a stock photo agency for commercial photos. The manufacturer can not prohibit you from using your own material.

I think the thrust of your question is can you steal photos by scanning product brochures or taking from websites and the only way for that to be legal is if it falls under "fair use". Almost any commercial exploitation of images is denied under fair use so i would say the answer is no. At the very least you would tread a very fine line, and probably upset the very manufacturers that you should have good relations with.
