Well, here we can get into some arguments...it depends upon what you define as a Moon. In reality, Saturn probably has the smallest Moons with bolders, rocks, and little bits of dust and ice flying around in those huge rings. If 7 miles in diameter qualifies as a Moon, why not 5 miles or 2 Miles? How about 1 Km in width? Saturn has 'em all.

Demios, whcih orbits Mars. It is only 7 miles in diameter.
There are some very small planetoids around Saturn but it's debatable where they are moons or random debris.
