i germinated corn this spring by soaking the kernels in water overnight and then placing them on a wet paper towel and roling up the paper towel to keep them moist
I had very good germination rates. Corn germinates fast.

Don't bother. First of all, corn germinates in 3-5 days. Secondly, it does not transplant well. Sow directly into the ground.

I would actually say to put it on a dish *under* a paper towel, and then put just enough water in the dish to cover the paper towel. When they start to sprout, you can then plant them in dirt.
