About the only good news usually reported is when the stock market is doing well or the local sports team is doing well. The point is: make sure you put enough of the good news out. People get tired of negative news real quick. I can't say my opinion is backed up by ratings of news shows that get watched the most. But I think that's what people want to watch. I'm sure your college has sports teams. You'd have to evaluate for your self if stock market news is of interest to a very large portion of your listening audience. There is other types of good news, don't forget. The challenge is to find positive news that's not boring.

Get the listeners involved emailing suggestions, news, volunteering, different email address for different topics or a different pages on a website for different issues. You see what stations are doing online. Comments like your doing from the Yahoo community, as here you can get suggestions from around the world. Of course a news source, accept newsreleases, RSS feeds, you need a staff. They know how they want to run their area. I would recommend staying up on current events. Seek out the interesting stories that the rest of the media seems to be ignoring. Check out www.reuters.com
www.truthout.org
www.salon.com
Find out what is going on at college. What are students doing? What events are being planned? What are students listening to? What are the popular classes? How are the sports teams doing?

I would probably emphasize local news. Go to events, get local people's reaction, etc. You can only do a few minutes an hour (standard format, anyway), so I'd lean that way.
If you can do longer shows, great. It's always nice to hear newsmakers at length.

Keep it upbeat. Keep the stories at 15 seconds. College radio, be funny and always, always, always have your weird news tailing your wx.
And don't use a fart machine as your news intro. Its sounds like crap.
