can we reconnect our webcam even though our computer is on a safe mode only, at present there is no audio and camera working

You cannot use a webcam while Windows is in Safe Mode, because in Safe Mode, only the absolutely required drivers are used (video, keyboard, mouse, etc...). All extra drivers are disabled.

Safe mode means something is wrong with your computer. It boots with only a minimum amount of drivers. You shouldn't be trying to use the computer in that mode. You need to fix whatever it is that is causing the computer to have to be in safe mode. Then you can worry about using your web cam.

In Windows Safe Mode all but necessary drivers are disabled to simply troubleshooting and to eliminate possibilities that might be contributing to the cause of computer errors.
