There are many rules and laws about hitch hiking.
Mostly it is permitted if you catch a ride on a normal road but not on a motorway, (or high way,)
and where the stopping cars would not be a hazard.
But it is generally advised against.
If you are a guy traveling alone you will find it relatively hard to get a ride, for girls alone it is easier to get a ride but much more dangerous.

Even Ireland, where till ten years ago the local people in the rural areas would take a ride with no hesitation hitch-hiking has become a no-no. Because of some horror stories of people being killed or badly mistreated.
And if the locals do not hitch-hike, tourists are wise not to do it either, I think.

But if you hitch-hike at home, are willing to risk some advances of guys who are interested in you, (that has always been the warning about hitch-hiking in Italy for blond guys,) you are welcome to do it.

Service stations are supposed to be good places to change rides when on the highways, as the people walk around and you can talk to them to arrange a ride rather than relying on a sign and their willingness to stop for you.

Yes, it is legal. See:

http://en.wikipedia.org/wiki/Hitchhike

In Italy it is illegal to stick out your thumb, you'll have to ask at gas stations or parking stops.

BTW, I recommend using the train or ride-share services instead. It is safer that way.

On the site

Most countries have good public transport so you can always take a train to be on the safe side.
