Yes they are:
I would suggest starting out with at least a 10 gallon tank, the bigger the tank the easier the keep up
Get a kit with tank, lid & lights, heater and filter in it
buy also live plants
gravel for the bottom
testkit for ammonia, nitrite and nitrate are a must have to start
a gravelsiphon for the cleaning
you eiter do a fish less cycle as follows or with fish
http://www.firsttankguide.net/cycle.php

Follow the directions and you will be fine
When your nitrite and ammonia levels are at "0", your tank is cycled and ready for fish

But remember, only buy 3-5 fish at a time, and let them get used to your new tank, before by more, about a week apart

Do weekly partial waterchanges of 25% with the gravelsiphon
don't forget to condition the new water before you add it to the tank, and also it should be close to the tank temperature

Most tropicals do good in temperatures of 76-82 degrees

Turn your light on during the day for 10-12 hours and turn it off at nights for 12-14 hours (a timer is very helpful)

Feed your fish only as much as they will eat in a period of 3-5 min at a time twice a day, don't overfeed them

Good starterfish for a 10 gallon might be 5 FEMALE bettas and 2-3 cory cats (they are bottom feeders)

Hope that helps
Good luck

only if you know a thing or two about fish,

certainly they can be easy, but remember you will need to give them what they need to live, certainly a bowl isnt the way to go.

If your going to get a fish you will need a tank, and a filter. These are basic needs. also properfoods and water quality are key.

Once you do research and read a book about fishkeeping it is easy, but if you dont bother to do work then it is hard.
