I have a 1997 Jeep Cherokee Sport and I want to recharge the A/C since it just blows warm air now. I bought an Interdynamics "Big Chill" can and hook it up to the low pressure valve. I check the gauge and when the compressor is NOT running it reads almost 70psi, but when the compressor is on it reads about 15-20psi.

Should I be reading the gauge when the compressor is on or off? I don't want to overcharge it.

To charge an AC unit the compressor has to be running, because you are charging from the low side of the system.

Your charge should be around 35-45 psi.

I tried the same thing with my Jeep and it didn't work with the can, no matter how we tried to get the gauge to match. My mechanic said that the can only works 40% of the time. It might be less of a hassle to pay the $30 to get it professional recharged. It lasts much longer and is well worth it.

Charge it just until the sight glass clears of bubbles. About 30 psi.
