I want to know because I've seen them before and they are my favorite, but I don't know what they are called.

This looks like Campanula to me. (a perennial)

Definitely not a starflower. That flower has 6 petals, yours has 5. Your link calls it a himalayan impatien but I don't think that is right either. However, the photo was taken in the gardens at Duke, so I found this article about the gardens there. There is a mention in the article that one of the caretakers has a list of all flowers in the garden. I suggest writing to those people and enclosing a copy of the photo you found.
