i bought a betta and he looks a little rough around the edges but thats why i picked him but i would like to help the lil guy look pretty again

As long as it's not all the way down to the base of the fin, it will grow back just fine. It will take a while though.

As their fins and tails grow, they look a little ragged. Like there's little clumps and bits on the edges. These will unfold and pretty soon you'll notice his tail and fins are longer/bigger. My betta practically doubled in size in about 6 months in a 5 gallon tank.

It depends on the age of the fish. If it is still younge enough they will grow back.
