If your inside unit is making the noise, it would have to be the squirrel cage fan. There isn't much else in the unit that would make noises.
If it's the outside unit, it can be caused by either the fan, compressor or (doubtfully) the motor starter contactor.
When the unit is running or turned on, check to see if the fan is blowing alot of air out of the top of the outside unit. If it is, then your compressor is most likely the culprit.
This would also explain the lack of cold air.

If the fan is not turning or turning slow, turn of the breaker and try to spin it with a stick to see how much of a bind it's in. If this seems to be the problem, you can call Graingers and order a new fan and install it in about 30 minutes.

If the compressor is the problem, you will have to get an a/c repairman to do the work.

Good luck.

Edit- Take a look here. They can give you an idea of what exactly is involved with troubleshooting, pricing and repairing your a/c.

You probably just burned out the compressor.

Well, becca, you never said what kind of air conditioner (car, window, central A/C). For a car, a new compressor could be several hundred dollars. For a window AC, get a new AC - don't bother getting it fixed, you'll just keep having problems with it (coupla-few hundred dollars). For central AC, coupla-few thousand.
