It is not a plate boundary, but folding occurs with convergence. The plates collide and an oceanic plate is subducted under a continental plate. This usually causes folding in the continental plate, but it is away from the boundary. Also, folding occurs with continent-continent collisions. Some of this may be at the "plate boundary" although it might be hard to say where that boundary is anymore. A good example of this is the subcontinent of India subducting under the continent of Asia. There is a lot of folding there, but for all intents and purposes, the two land masses are now one land mass. In Geology we call this type of deformation "shortening", and a rough analogy of pushing one end of a throw rug along a floor, which results in "folding" of the carpet.
