After applying 10's of thousands of gallons of paint..."WET" please.
Tape...even blue painters tape is less than $10 a roll for 2 inch. It seems a small price when one considers that RE-painting any OOOPS may cost more in dollars/time/labor.
Also...to REMOVE. Don't begin at one end and pull in any direction. Remove by peeling Up/in/down toward the side stuck to the meeting point of paint to the NOT painted area, and slowly pull until you reach that place then separate.
If you've waited too long, use a paint knife...Score at the meeting line, and proceed with attempting to remove the tape.

RE:
Should i remove the blue tapes when the paint on the wall is dry or wet?
After waiting 2 coats of color paint to dry, i remove the blue tapes (between the ceiling and wall) but the tapes peel of the paint even i carefully and slowly remove. How should i remove the tapes so that the paint won't get removed?

Removing masking tape after painting
The masking tape should be removed slowly and at a 90 degree angle immediately after painting. However, if the paint is completely dry use a cutter device, like a razor blade to cut the tape loose so you get a nice clean edge.
If the masking tape has been left on the surface for several days and is dried on, saturate the tape with solvent and let it soak in for 5 to 10 minutes. Scrape the tape off with a plastic scraper, razor blade or stiff-bristled brush.

Well I think everyone has some truth to their answers. It all depends on the application, each will be different. However if you have painted with latex, and it peals paint off when you remove it try waiting a couple of days for it to harden a little better. The blue tape is safe to leave down for 14 days, so just giving it a little time. It may be worth a try.

Alway take the tape off when wet or tackey.
If latex and it migrates under the tape you can remove it before it drys.
Oil base can and will pull with the tape if dry.

You remove it when it's WET. Otherwise you run the risk of chipping the paint when it's dry because of the overlap onto the tape. Believe it, I've been there.

I usually take the tape off when the paint is wet. I do it carefully and with disposable rubber gloves because paint will get on the hands.
It is very likely that you'll need to do touch-up painting, too.

I always recommend people be patient and cut in by hand.
If you're using tape let it dry then cut along the edge carefully with a razor knife so it doesn't peel.
Paint is a sealant, you have to cut the seal that forms between tape and surface.

Let the paint dry for atleast a day, and when it's time to pull the tape off, it's better to pull at an angle. Hope this helps!
