Neither is great - too much sprawl, too much distance - but it's probably Phoenix. Las Vegas is more of a retiree location, the strip atttracts the wrong kind of singles, and there's not as much business to attract young business types. Phoenix, though it doesn't have a big downtown, at least has Scottsdale, and has more of a young population. I think better options would include Chicago, Denver, etc. but if you're choosing between those two, I'd say Phoenix.

I've lived in Las Vegas - for 9 years- it's great for awhile, but then... Take Phoenix- it's got to be a more "normal" place to live

I would not want to be in either place during the summer, but at least there's more to do in Vegas than watch the lizards crawling on the walls.
