If silk-screening, what paint should I use on a vinyl tent that will be used outdoors?

Parasol vinyl dye/paint will be the best. There is also an outdoor vinyl paint for siding that works called EverCoat Liquid Vinyl paint, and Glidden makes a Vinyl siding paint that you could use. Any of these are available at you local paint store.
You could go to the store and discuss what you want to do with them. I'm sure they can show you some great products.
