I also own a 2000 honda civic EX, and I know that the only time it will hit the rev limiter is if you are at a dead standstill, then the rev limiter is set for 5000 rpm. If you are moving, the rev limiter gets changed to 7400 rpm, which is 400 past redline (not recommended to test this)
If you want to remove the stock rev limiter, you will have to take your car to a shop that specializes in ECU reflashing, or you could by a hondata ECU, so it would be fully programmable.

there isn't a separate governor to take off. The engine rev limiter is a function of the Powertrain Control Module and is programmed into the engine control functions by Honda when the car is built. It cuts off the ignition over a certain rpm to prevent engine damage.
You would have to take the car to an independent "speed shop" to have the PCM flash reprogrammed or to replace the program chip to override the rev limiter.

You might have a rev limiter. But like the guy said, take it to a pro and let him remove the governor.

if it is a si yes non si it should be more like 7000. I would say it is 7000 since it sounds like your more likely have a automatic and is not si. The tranny decides when to shift depending on throttle position. Make sure there are no obstructions blocking your pedal going to the floor.

you would have to get hondata to rise the rev limiter. but theres no point to takin it to redline bc you stop makin power a few hundred rpms below redline anyway

You may have the wrong computer in it, Or if its hopped up, you may have messed up something installing ignition parts or a tach
