I'm going to give you this advice with the understanding that this guy is really creeping you out. It may sound strong but it works. At least you can have it for future reference if you dont' think it applies here.
In self-defense classes, women are taught to maintain a dominant posture and use eye contact.
Make sure you're in a place where there are lots of people..ie. busy sidewalk...
Don't run from him. Turn and look right at him with a serious face. Don't walk away. The best way to make your face look serious..ie. poker face..is to press your tongue flat to the roof of your mouth and keep it there. Try that. If done right you can't crack a smile or look nervous...nothing.
Hold your ground until he gets closer. If he comes up to you, in a firm and assertive voice say, "I don't like you following me and I want you to stop." Then turn and walk away.
Don't ask him why he's following you because that invites conversation. Tell him what you want, turn your back and walk away with confidence. If he starts to talk to you just keep walking. If he gets in front of you or tries to detain you. Tell him the same thing again. Chances are he won't pester you like that though. He'll probably get the point.
If he apologizes, don't say, "That's ok." Just say "Thank you" and keep going.
Part of the reason for doing this is to show him that you know what he's doing and you don't like it. Also, if he does happen to be a "nut", you've put him on notice that you aren't going to put up with it and you aren't weak. Stalkers usually chase those who run. They don't want to deal with assertive females.
If he still doesn't stop, then have one of your friends go with you to confront him. Don't let anyone else do it for you.

If he knows you don't like him and he's doing this anyway, thats a form of bullying. He's probley a little sick in his head. If you feel he's chumming with your friends just to be around you or find out about you, that means he's too obsessed and has no dignity. He could hurt you or himself if he felt you rejected him. Ignore him. Be nice, but short. Don't talk a lot to other people when he's in the room. It just feeds his kookoo bird crush. Play dumb and don't pay much attention to him or the situation. He'll hopefully find someone else to stalk. Good luck. I've had this situation several times. it's annoying and scarey at times. Just don't feed into it and you should be fine. You may have to have one of your guy friends have a talk with him. That's what I do when they don't get the hint. If he has a shrine of you in his room, call the police. He needs a hobby.

just ask him in like a joking way
"y do u keep following me?"
and he'll laugh it off but then he'll be embarrassed and probably wont bother u nemore or he'll tell u y he's ben following u around.

How about, tell him you're gonna go somewhere, but have it be a lie so you can go to where you really want to go! It'll be funny tricking him. After a while, he'll get it.

try to tell your other friend and see if he can tell him that you dont like him like that. tell him to stop following you, because it is creeping you out. that has happened to my friend one time, and I had to be the one to tell him to leave her alone....he got the message.
