I was looking in pictures of the movie "Harry Potter and the Order of the Phoenix" and noticed that they cast a black man as Kingsley Shacklebolt and was just wondering if Kingsley was a black wizard in the book.

yeah Kingsley is black. so are Dean Thomas, Lee Jordan and Angelina Johnson. but it doesnt really matter does it.

I'm pretty sure that in the third or fourth chapter when he comes to Harry's aunt and uncle's to pick him up he is described. Check there first. If not read more into it and see if it ever tells.
