Yes girls can be attracted to shorter guys.
My son has a friend that is 5'6 and he is always dating girls taller than he is....

As far as the girl you like, if she is dating someone and you try to break them up. She wont find you attractive in the least.
You should wait it out... If she likes you... She will break it off with the guy to be with you..
