It is not allowed even if your school allows corporal punishment and your parents have signed a waiver to allow such punishment. There a legal guidelines that schools have to follow. Your teacher sounds like he has a leg fetish.

There are some kids in school for summer school or special classes at the moment. If a teacher ever touches you physically, report it. I had a classmate (the son of the Vice Principal) who got punched by our French Class Instructor. He was fired by the school board. Any form of physical punishment gets teachers and administrators fired these days.
Some teachers are control freaks who can't understand that bullying kids into "learning" doesn't work.
If you really got hit, you can report him anonymously if you are afraid of retribution, or tell your parents. They would be the better choice to report any sort of abuse, because you're just a kid, you know? The school would listen better to an adult and take action more quickly. If, however, the other students don't "back you up" on your story, you can be the one to get in trouble.

First off it's August, school is in in some places in the US so this might not be fake... If it is real then where the heck are you ? In the US corporal punishment ... - hitting at all is Illegal and can have some severe punishment if proven true, either way wherever you may be you should talk to your schools counselor, principal, trusted teacher and your parents , and even go to the authorities if need be . Definitely do not let a teacher hit you , just not something they should be doing ...

Everyone needs to calm down...in some parts of the US school is already in session ( my kids have been for a couple of weeks now). Also some parts of the States also still allow corporal punishment in their schools (my kids happen to go to schools that allow corporal punishment). To distinguish what is right and wrong when it comes to a teacher hitting a child in school depends on what the school policy states. Here it states that a child can be paddled with two witnesses present. If the parent agree to this then they have to fill out a specific consent form at the beginning of every school year. Now if this occurred in the class room and your State/school doesnot have a corporal punishment policy in effect then you more than likely have grounds to report the teacher and possibly bring charges against him.

There are several issues you r dealing with.
1. No one has the right to hit you!!!!
2. Hitting on the leg is not where a young lady should be hit by a male teacher.
3. Anytime you feel uncomfortable, then 99.9 percent of the time there is a problem. No one and I mean no one has the right to touch you on a part of the body in which you feel is uncomfortable. I don't care if he did use a ruler.
Please report him or tell your parents.
Good luck

If this is true, you should absolutely report this teacher. But, before you do, you should find out the truth. This could be a huge rumor, and if you do report him, you will be making a huge mistake by interfering. Find out the truth first, and if it's absolutely true, report him. A male teacher should not abuse his students and he could go to jail for that. If your teacher hits, smacks, or does any other type of abuse, report him/her. Don't be afraid to. You have to tell someone because that's a serious problem.

First let me say that it is wrong and he should be put in his place. By today's rules. That said.
Now as for it being July, it's not, it is Aug. and second I live in a state (NV.) that has all year school. So, if anyone is not believing you because they think you are not in school right now could very well be wrong.
Rulers were used in the old days for disciplining but I guess it is wrong now days. I personally think the paddle and prayer should be brought back. There were no shootings or beatings back when I was in school.

Any time any teacher puts his or her hands on a
student in an aggressive manner that is considered an assult. Using a ruler to hit you on
the leg is an assault. Report this to the following:
Principal and parents. You need to be placed in
another classroom as soon as possible.

In the UK, this would be a "Criminal Offence". If reported to the police, the teacher would first be charged with "Assault", then he would be suspended. If found guilty, he would risk a heave fine and / or imprisonment. Regardless of the sentence, he would lose his job and would never be allowed to teach in the UK again. I don't know which country you are in but if you can't be protected by your laws, you need to find some people that will have a serious talk with him and teach him a lesson or two.
