It helps make your eyes pop, and can make your eyes look smaller or bigger depending on how you wear it, as a beginner I would just start out puting it on the bottom, when your bored, play around with it, and you'll find a look that works for you!

Well it depends on the color, type, quality, and the application method that you use. If you are just beginning to use makeup I would go out and buy a book that shows you how to properly apply it. You need to learn about technique - there are several different ways to apply eyeliner, and each way has a different effect. There are certain techniques that look better for certain eye shapes (round vs. oval). Applying makeup also has to do with understanding your own facial features, like for example, if your eyes are closer together or farther apart. You should also learn about color- certain colors will make your eye color pop out more than others.
I would start off with a self-sharpening eyeliner - the pencils you have to sharpen yourself are too much of a pain. Then when you become skilled at that you can go for liquid eyeliner, which is the best (but hard to apply for the inexperienced).

If applied correctly, eyeliner creates the illusion of wider eyes, as well as fuller lashes. What you want to dois put a thin line right at your lashes on your upper eyelid. Make sure that the eyeliner is going right up to the lashline. During the day, you should only do the top lid with eyeliner, but for evening, you should also draw a thin line of eyeliner in that little place right between your eyeball and your lower lashes. Start at the outside corner of your eye, but don't go all the way across, or that will close off your eye completely with eyeliner and make it look really small. Just go halfway across. It will look very nice.

It brings attention to the eyes. If you have big eyes, lining all the way around can bring the eye size into proportion. Go thicker on the outer corner of the upper lids to give some definition.
If your eyes are small, only line the outsides going only halfway into the length of your eye. If you line all the way around, it'll make your eyes look smaller. Go thicker on the top lid in the middle. (it'll look like a little hump) That will give small eyes a bigger look and definition.
If you're not sure about how big your eyes are, poll your friends or next time you're at the clinique counter (or wherever), ask the makeup artist what size they are.
Black is usually the norm, but you can experiment with other colors.
For startes, try the Almay Intensicolor line. They make eye makeup that coordinates with your eye color. The shadow even has instructions for how to use. Hopefully that will help.

I think that if you line it across your entire upper lid it reduces the eye but if you start in the center of your eye and line it away from your nose, it makes your eyes look bigger but also a little sexy without being too much. Start out using a dry eyeliner and practice. It can be tricky at first but youll get the hang of it. Eyeliner can help define the eye but it isnt for everyone.

eyeliner is ofter used to make the upper and lower lash lines appear fuller and thicker. other common uses make the eyes pop ((by using an eyeliner shade opposite from your eye color, you add definition and pop to your eyes))
eyeliner is intended to make the eyes stand out. white eyeliner drawn on the inside lower rim of your eyes will make eyes appear bigger and more doe-like. black liquid liner is often used on the top lashes only, creating a winger, vixen look of the 50s and 60s pinup girls. my best advice to you would be to play with bold colors once in a while, but find a great black or brown neutral shade to wear for casual days!

Eyeliner helps define your eyes. It also makes them look bigger. Be careful when you apply. Use a powder with a thin brush, or a soft pencil/kohl makeup crayon. Don't go too dark
and don't line upper and lower lashes unless you apply really lightly. Experiment with how you look with and without liner. But I think you'll like it. It makes eyes look great.

However, depending on how you apply it, it can make your eyes look bigger or smaller.
To make them look smaller: Rim the entire eye (both top and bottom lids) with eyeliner.
To make them look bigger: Rim the top lid and the outer corners of the lower lid with eyeliner. Or, use a white liner on your lower lids.

Frames eyes, make them (in some cases) appear bigger and more attractive. If you have dark eyes however, you should aviod using eyeliner inside the lowerlid, it makes your eyes appear smaller.

well, a white liner on the inside rim can make your eyes look slightly bigger, but the main purpose of eyeliner in general, is to make the eyes look bolder, to help them stand out.
