what would cause a new motor to do this? could the tin tray inside the valley under the manifold not being there have any thing to do with it?

The tray is there to keep the hot oil off the cool manifold.The blow by can only be caused by the rings not seating.There might be some kind of mistake made when installing them or they may just need more run time to wear in.

you might just need to let the rings and everything seat down good in it,i have seen a lot of them start up and have blow by,but it will usually clear up,and the valley pan wont cause it to do this,make sure the pcv valve is new on it also,good luck on it.

Who did the rebuild? If they used chrome molly rings, there is a special break in proceedure you have to follow, getting the engine very hot by not putting coolant in, or cardboard in front of the radiator, if this is not followed the rings will never seat.

no it shouldnt. it takes time for the new rings to seat but who rebuilt the motor, did they install the rings right ??? did they install all of them ???
