if your a locksmith no, if your a police officer no, in some states however depends on what type of tools your talking about. I can say that you can buy all over Jacksonville, NC a Jimmy stick or slim Jim, used by tow truck drivers to open car doors, however, if you are pulled over by police it is a FELONY to have possession of them.
MY suggestion is to check your LOCAL, and STATE LAWS!!!!

I would probably suggest looking up your state laws on this one.... Primarily because I think in some states it is, others you just have to have proof you are a dealership or automotive shop representative.

Just because you can buy items, does not make it legal to have them in your possession. If he were to be detained by police and the tools were found on him, they would be considered burglary tools.
