This is one of those questions that has no simple answers. It all depends on what you want to use as a benchmark. Some programming languages are more suited to certain tasks than others.
That said, the best general purpose programming language in my opinion is C++.

Assembly.

Strongest for performance:
C/C++
but usually very weak when not properly implemented.
Strongest for stability:
C#/VB.NET
and still fast enough for most task.

strong ....you meant powerful well i would go with C/C++ and C#. since TCP/IP protocols were written and standards for TCP/IP written on C/C++.
