Your friend is always late and this time you have been waiting for almost an hour. At this point, you are getting angry. Finally, your friend arrives with a very glib explanation. Do you smile and blow it off, or do you confront him or her?

Confront!!! Being consistantly late is a form of passive-aggressive behavior. If someone is late to see you, they are probably late for a lot of things in their life. It is a very bad habit. Tell your friend to set her clocks ahead by the number of minutes she or he is usually late. Tell your friend that therapy would be good for him or her. Being late is not a good thing.
May God bless you.

I have a friend who is always late, I tell him when I'm leaving then I leave, sometimes he's late and goes off to do something else, sometimes he drives down on his own. But he pays the price for his own flighty behaviour.

Well yes. But make sure that you are not maneuvering their time. I realized that someone was doing that to me. They had scads of free time. I had none. So they would set some arbitrary time that was great for them and not take into consideration my time restraints. I finally had to start saying.
No. No. and NO. That is not doable for me. They got the message and less stress for me.
