"Just this side of heaven is a place called Rainbow Bridge.
When an animal dies that has been especially close to someone here, that pet goes to Rainbow Bridge. There are meadows and hills for all of our special friends so they can run and play together. There is plenty of food, water and sunshine, and our friends are warm and comfortable.
All the animals who had been ill and old are restored to health and vigor. Those who were hurt or maimed are made whole and strong again, just as we remember them in our dreams of days and times gone by. The animals are happy and content, except for one small thing; they each miss someone very special to them, who had to be left behind.
They all run and play together, but the day comes when one suddenly stops and looks into the distance. His bright eyes are intent. His eager body quivers. Suddenly he begins to run from the group, flying over the green grass, his legs carrying him faster and faster.
You have been spotted, and when you and your special friend finally meet, you cling together in joyous reunion, never to be parted again. The happy kisses rain upon your face; your hands again caress the beloved head, and you look once more into the trusting eyes of your pet, so long gone from your life but never absent from your heart.

This depends on your religious beliefs. A Hindu might say that their soul/spirit goes on to become reincarnated into a more advanced life form (human this time around perhaps). Other religions that do not have reincarnation in their system might believe that their soul or spirit goes to heaven or paradise or an afterlife ( I prefer this one).
Still less religious or spiritual people may point out that energy isn't destroyed (which is what sustains life we just don't know how) so everything that has life continues to exist in some form (in the ground as part as causing a tree to grow or travelling to the sun to be part of it's light and heat). Perhaps the soul is energy that is then put to different use but still supporting life in some way.
I know many people (including several Catholic nuns) that have said to me that their pets wil be there because without them they wouldn't consider it heaven.
Unfortunately when we ask dogs and cats about this we can't understad their answers. However, in my human arrogance I assume it is as big of a mystery for them as it is for us.

If they had lived enough long and good time with their owner their souls remain connected and this could be seen when one after the death of his pet,goes near street dogs and some of the animals, never seen him before begin to demonstrate warm and hardly explained
sympathy.
There is an interesting book on animals souls, by a French writer / unfortunately I did not remembered his name, but you can search in Internet/.

That depends entirely on your religious perspective. I do not believe Christianity or Judaism allow for the existence of animal souls, and neither does the Baha'i Faith. I could logically deduce Islam does not either, but don't know for sure.

They tend to transition very quickly and will often find their owners again. Or the owners will find them, if they pay attention.

Yes...my dogs in heaven....cuz i saw him there......i talk to him in heaven..cuz im dead too....If you believe that they go to heaven...then they will go...its really all up to you...unless of course ur dog and/or cat was a murdering rapist of children under 13...then hes probably going to hell
