In a lot of cultures, it's not uncommon for kids to drink wine -- especially watered down wine -- with dinner. My folks used to let me drink 3oz glasses of beer when I was a kid.
Some families view beer and wine as everyday beverages to be consumed in moderation at meal times and see giving their kids small amounts as a way of teaching them responsible consumption. Some parents also still use "old school" remedies for colds, teething, and toothaches that contain hard liquor as an ingredient.

My parents. Sad, but true. My dad would let me take the first drink of his beer if I would go get it for him.
