I can remove the one side panel but I can't remove the other side. I need the other side removed to take 1 screw out, can anyone help with this? It is a Dell computer tower. I am pretty decent with computers but I need help with this. Someone, anyone?

I agree with removing the front cover.

Look along the side edge of the front panel on the side where you have the side cover off. You should see a couple of "clips".... just depress them with your fingers and the front panel should be able to be removed.

Either the screw will be fully accessable this way, or sometimes you simply need a longer screwdriver to get to it through and access hole.

Typically with a Dell you don't need to open both side panels.

With the one side open you should be able to remove a front drive bay cover and slide the drive in through the front and secure it with 2 side screws.

Be aware of the wattage requirements for the drive and make sure your power supply can handle it. If it's a Dimension 3000 you probably have a 250 watt power supply, which will be adequate for the 2 DVD/CD drives. I've had a couple of Dells and have added drives without any problem.

Usually with a Dell this is not a problem. They usually have the drives installed into a removable chassis. Look to see if all of the CD drive slots are in a separate chassis. If so there should be a single screw holding them in and when you remove that screw the entire chassi swings out for easy access.
If this unit is less than 3 years old look to see if it has green or black tabs that slide into the CD area. You can attach these to the side of the CD rom and simply slide it into place.
You can go to their site and enter the service tag number and then look into the documentation. It will give you step by step how to do this properly.

the front face panel there is either screws or push tabs, on some U have 2 remove the base frame 1st. I know what u mean I have worked on a couple of 100 CPU & their assembleing is different. some also have a button that has 2 B press in 2 open

No, you should not have to remove the other side. Simply use the spare slide-in rails furnished with the computer, attach them to the drive, take out the plastic at the front of the slot and slide it in until it snaps in place and connect the proper cables.

There's a screw or bolt somwhere that's not visible, maybe under a sticker or something similar.
