Even if you are is Jamaica, usually there is a community theater around your area. You can get started by taking acting classes to gain experience, and is possible, hire a voice coach. Voice coaches help extend your range and project your voice. They also improve your hysterical laughs, cries, screams, etc. You can join the community theater, auditioning for several seperate parts. You'll learn what it takes to give a great performance. Invite an agent near you're area to one of your performances and if the talent manager likes your performance, you may get a chance at something bigger.
I'm not sure about the music, but you could probably start by recording your best piece and send it in to a place that will help you record more pieces.
