Right of equality doesn't mean moving around nude or semi nude which is a punishable offence under 294 of the Indian Penal Code Obscene acts and songs
Whoever, to the annoyance of others-
(a) Does any obscene act in any public place, or
(b) Sings, recites or utters any obscene song, balled or words, in or near any public place,
Shall be punished with imprisonment of either description for a term which may extend to three months, or with fine, or with both. As far moving topless is concerned by men is concerned not all men do so its only the labor indulging in activities in construction work or farming etc are found, but not all & not for all times. If some film actors such as Salman Khan are found removing their shirts & exposing their nude top its only an act done in the films & even in public it only a publicity stunt, you don't find usually even men moving semi nude in public for no reasons at least in India, what happens in other countries is not our concern they may move semi nude or complete nude in public either men or both men & women its their culture & society & their law enforcing bodied to take care of them under the provisions of law as provided for public obscenity in their country. The reference you have given about another case is with regards to another country not India; I told you law concerning India.

first of all, as an american, it was unfair for Supriya to say that americans go around naked. She has no actual experience being in america so she shouldnt make false accusations. IN india, it would probably not be accepted for women to move around being topless...Women would not accept themselves being topless...they do have nude beaches (in Brazil and Spain) for women to be topless but these women do it to be comfortable in their naked presence, in their body and soul, not for sexual appeal. In history, a famous lady rode a horse, wearing nothing, as a protest for her husband's arrest. So a women's body symbolizes more than just flirt...but power. And the key is being able to forget about what people think and uncover that power. Indian women are able to find that power through other things than being topless...so there is no need for that law.
