At the ticket counter you can chose what you wont the is a main park portion, there's the water park area only or you can buy a ticket for both.

We just got back from cedar point two weeks ago and we were wondering the same thing. The water park is right next to the main park but it is a totally seperate admission cost

Cedar Point and Soak City are two separate entities. You have to buy tickets for each park, which gets pricey. The tickets run about $30 for Soak City alone, although you can get a 2 day pass that is good for both parks for a reduced price.
