How do I get a law changed in my state?

In Arkansas, I would like to admend an act from 2005. Specifically, it placed a moratorium on all new Residential Care Facilities. I would like to amend it to read that the moratorium is only for Residential Care Facilities with greater than 16 residents.
What are my options?

Contact your State Senator. If you can convince him, you may have a valid reason for changing the law.
