Depends on your needs - the sort of general rules are that it be somewhere around 20 bp long, no more than 50% G/C (hopefully less) and preferably not be self-complementary or have large internal complementary sections (so it hairpins to itself). You also want both primers to be pretty close in Tm. The IDT website (www.idtdna.com) has a very useful free oligo design and analysis tool.

I agree to check out IDT's website. Their information is very thorough. Another concern not mentioned above is that you want to make sure that your primers can't anneal with each other/themselves to make 3' overhangs....if this happens, you will be elongating that DNA instead of your template.
