those are calicium build up from antifreeze. flush your coolant on time to reduce this build up. if you wait too long, it will clogged the radiator and cause overheating

First, are the white deposits solid, or liquid. If they are solid, it means you have not been servicing the cooling system and you are getting calcium buildup in there. Flush the system with a block flushing compound and refill with a 50/50 mix of quality antifreeze and distilled water If they are liquid, it is a sign of a blown head gasket or possibly an intake manifold gasket.
