It seems to me that he doesn't have a bunch of technology at his finger tips. He has that screwdriver, but nothing else. And his Tardis is a an old rattletrap.

The sound of the TARDIS has been there since the beginning of the show, and many people feel that it is one of the shows trademarks. I myself would be offended if they took it away, i like the sound.
