Because it's not in the script. The noise ads something to the show, or at least the people who make it think so.

It seems to me that he doesn't have a bunch of technology at his finger tips. He has that screwdriver, but nothing else. And his Tardis is a an old rattletrap.

The sound of the TARDIS has been there since the beginning of the show, and many people feel that it is one of the shows trademarks. I myself would be offended if they took it away, i like the sound.

At least he managed to fix the annoying beeps that happen when he uses any computerized equipment. Unlike Cpt. James Kirk et al.

Who is this Dr. Who you speak of. If you are referring to the Doctor on the show Doctor Who, you should know that is not his name.
