Almost always do you water in the wee hours of morning, however, a soaker hose if placed under the mulch can be on during the afternoon hours. So, either morning or afternoon with the soaker hose. You should never saturate the soil at night because it could lead to mold, mildew, and fungal diseases. Morning is optimal because it gives foliage a chance to dry off before nightfall. Also, most plants don't like to have wet feet. They like to dry out, not dry up, a bit before being watered again.

at dawn is best but never in the sun and full heat of the day or at night
over watering can actually kill the grass and plants by causing mold or fungus
using mulch or wood chips also helps plants-shrubs and gardens to keep the roots moist during the heat of day and cut down on weeds
the plants are then watered and have time to dry this way
also a longer period is better every few days is better than a short period everyday unless the plants look wilted
this method makes the roots stronger
also always water vegetables like tomatoes at the root not the whole plant

The best time to water via any method is early morning - between 5:30 & 9:30 AM. Watering during the mid-day is wasteful since you lose more to evaporation than gets into the ground to benefit the plants & watering in the evening or at night invites fungal diseases into your garden.
Soaker hoses are an inexpensive & pretty efficient way to provide drip irrigation to your plants. The water foes right to the roots where the plants need it the most & they also keep the water off the foliage which is how fungal diseases start.

I do it after the sun goes down everyday so that the plants cool off and so the plant will store water for when the sun goes up the next day. I have done this for years and I can truly say that it works.

The best time is in the morning, night water will casue mold and mildew, i use them all the time, I water for 1 hour every 3 days, no mater how hot it is, the longer you water, and days less, makes your plants and roots stronger. If you have tomatoes the best way for them to ripen quicker, use less water.
