'Perpetuating' in that context means, "continuing". The speaker (I don't know who the speaker is) is saying that they fault the media, for continuing to influence their readers/watchers/listeners with information that leads to these grandiose dreams.

In the context you have given it means "continuing". As in causing to continue with the dreaming. There is an inference in the use of perpetuating, that without the action that is causing the perpetuation, the thread might die a natural death, like in the case of continuing to spread an untrue rumour, and so on.
