On my watch the outside bezel rotates and i have heard that it is used as a tachymeter. I dont know if this is true and if it is how do i use it? I looked it up online and i did not understand how my watch could be used to do these calculations... any help would be greatly appreciated... thanks..
p.s. hers a picture of teh watch so you can see what the bezel looks like to see if it is possible with the watch... thanks again!

The watch pictured does not have a tachymeter. The bezel dial is used as a count down timer. You would rotate the dial to the desired number of minutes past the current time, and when the minute hand gets to the 0 (12) position, time is up.

A tachymeter calculates speed over a unit of distance. The link posted above in Mark G's answer does a nice job of describing how it works.

As a semi-interesting aside, diver's watches w/ rotating bezels contain a ratchet as a safety feature, allowing rotation in one direction only. If the bezel is bumped while diving, it shortens the time, thereby preventing the diver from believing he has more time (air supply) left than he really does.

It is true. The scale is used to quickly compute an average speed or determine how long to travel a distance. If you are into sailboat racing , sports car rally or basic navigation they are handy otherwise they just make a watch sporty looking.

The ring typically has an inner and outer scale of numbers. You rotate the ring to create a ratio or fraction of a known quantity like 10 Miles per Hour = 10/60 10miles/60min you can then look on the scale and determine how many miles you would travel in 30 min. OR if you were traveling at 60MPH 60/60 how long would it take to travel 60 miles if you travel @ 55 mph (about 65 minutes -see links image)

The tachymeter pictured in your like is nothing more than a decoration and is practically useless. The scale is too course to be really usefull . See link below for a how to and note the detailed scales used.

Second setting watch.

If your watch is in error by 16 seconds, rotate the bezel so that the 0 is where is should be. Then you read the correct seconds off the outer dial.

it's to tell how much time has lapsed divers use it in that manner so that they can time there dives. short answer ,divers have to do this because there are limits on how long you can dive adding up the total amount of time, on multiple dives, at certain depths in a day to keep from getting sick.
