This error is usually a Firewall problem. It is simple to solve. Open your Firewall and give the site permission to run scripts (Mobile Code), Session Cookies and Persistent Cookies but do not give permission for Third Party Cookies. Next, turn off the Pop Up Blocker in the Firewall. Try the site now! If it still throws the error up, in your browser, go to "Tools", "Pop Up Blocker" then "Pop Up Blocker Settings" and disable the "Pop Up Blocker". You should now get access without any further problems.

A 403 Error means that the area of the website that you are trying to access is restricted to public. You cannot go onto that page unless the website allows your IP Address to access that area.

403 Errors usually mean that this page is for workers, admins, or staff of the site, or maybe it just shouldn't be accessed at risk of important coding being deleted.

Sounds like the site is password protected. Only way to get in is to have that password I think.
