The rabies vaccine has not been approved for goats, but you can still have a vet administer it and it will probably protect the goat. Since it hasn't been thoroughly tested on goats there is no guarantee that it is as effective as it is on other animals, but if rabies is a problem in your area then I highly recommend having it given.

In most states, the rabies vaccine must be administered by a vet. There are some places where you can buy it over the counter (try a farm store), but if you haven't given injections to your animals before then you should have someone experienced give the shot.

Yes. Actually in my town a few years ago, there was a goat that ended up with Rabies at a fair. People were exposed through petting the goat, and a public vaccination of many people was done. Quite a mess. Goats are no longer allowed to be touched at fairs any longer.
The vet can come out and give a Rabies vaccination, thereby protecting it from the virus.

All farm animals are given shots to protect them from rabies
just in case of an out break in the area they are in .
