Can we see the Meteor Shower of August 2007 in the Philippines? What day? What time?

The Perseids is a meteor shower due to the Earth crossing a field of debris left by the Swift-Tuttle comet. Since that cloud of debris is rather larger, the Perseids last from August 8 to 14, with the peak on August 12.
Due to the Earth's rotation, any place is just as good as any other to enjoy it. Just make sure you are away from city light (which could dim the perceived brightness of the meteor)

The Perseid meteor shower has begun. Although the display will not
peak until
August 12th and 13th, sky watchers are already counting as many as a
dozen
meteors per hour (including some nice fireballs) during the darkest
hours before
dawn. Rates could increase 5- to 10-fold when the shower reaches
maximum on
Sunday night and Monday morning. Advice: Get away from city lights.
While many
Perseids will be bright enough to see from light-polluted urban
areas, the
shower's full grandeur is reserved for places with dark and starry
skies. This
is a good weekend to go camping.

Yes, you can see them late on the night of August 12 or early on the morning of August 13, before dawn. But because the meteors are coming from a direction pretty close to the north celestial pole, you won't see as many as people at more northern latitudes.

They will be visible during all the night between 11 and 12.
