They're not supposed to make sounds because they believe that those sounds of pain and stress and struggle will embed themselves into the mind of the infant and create all sorts of problems later in life.
But hey, I'm with you, I think she should take the initiative. Do we REALLY need Tom Cruise to breed any more than he already has? Do we REALLY need him to help crank out more brainwashing victims?

The whole point is for the baby to have a smooth transition into the world. (they can make some sound) The only thing that would be disturbed during the other procedure would be Tom's gonads...not really a seperate entity !
(but yeah,lol)

they ARE allowed to 'make a sound'
but not to scream and shout, cause they think it bad if thats the 1st sound a baby hears is pain....................
