It has to be a good stick welder. I would rent a heavy duty gas powered Lincoln or Miller. You might be able to get away with a good mig welder. I am not an expert. I would call the rental shop and see what they have available and what they recommend. Or call a welding supply place. If you are going to buy a welder, you don't want to get one for just one specific job. Mig welders are easier to learn, but stick welderd provide more strength.

There is a lot to welding. I only know a little bit.

If you are not going to be using this equipment all the time, rent it. Get a good 250 amp stick welder (Miller, Lincoln). You will probably want 1/8" 6010 rod. For cutting, an oxy/acetylene torch set-up works well. Make sure you clean all the areas you will be welding. You will do multiple passes for strength.

A good arc welder should do the welding. A drill with a good quality bit for the holes, apply some machine oil in the hole to help while drilling them.
