I think it starts with N or D but I could be wrong.

It means something like 'to make up or create a new word'.

The first answer was very close, but only gave the noun verb. The verb form you wanted is - "neologize"

It is true, though, that people do not use this form of the word very much. Ordinarily they will speak of "coining" a word.

You may mean a neologism which is is a word, term, or phrase which has been recently created ("coined") — The term "e-mail", as used today, is an example of a neologism. It doesn't mean to make up a word though. Coined would meant that.
