Guys i'm Engg ...Can i join new company without getting NOC from my present employer ? After cancelling the present visa i'll re-enter on my new company's visit visa in Dubai. Do i still need NOC? If there is ban can it be lifted as i already spent three years with existing company?

Since you are under professional category, NOC is not mandatory. Normally no ban will be imposed at the time of your present visa cancellation. If you are trying to join with a new company before completing your contract with the current employer, he can able to impose ban purposely. It depends on your labour contract. There are two kinds of contracts, limited period and unlimited or open contract. For open contract, no problem you can resign at any time but for limited you have to complete the period, otherwise your sponsor can make trouble.

Contact the personnel dept to convince them first. You can comeback to UAR on the same day on a visit visa once you exit from UAR without ban.

There has been recent news in the newspaper in Middle East that NOC is mandatory. However, as per my info certain class of professionals cannot be banned and engineers are one of those. But there is some criteria for the Engineers (like Post Graduate etc....which i m not sure).
Further you are not allowed to work on visit visa (although people do). But u can definitely come again and join a job after 6 months then u dont require a noc
