It is either aggression between two males or a mating ritual between a male and female. One can only guess since we have no clue what kind of fish you're talking about.

then it is nautural for males to do that.
It would look a bit aggressive then.
wat type of fish are they, sometimes some types of fish's gender look completely identical.
For example the pink kissing gourami, the males and females are exactly identical so u cant tell if it is a male or female unless u watch their behaviours etc.
Im not sure abt them being gay but i hope i helped.

If you check out some of the books/websites, you may discover that some species of fish will "change gender" if there is an absense of the opposite sex in their environment.
So whether they are fighting, as one other answer suggested, or mating, as you thought, you might want to be prepared for babies just in case.

No, that's fighting. They start by staring each other down and get closer till they lock up. No romance there.

how can you be sure they are both males lol?
I suppose they are mating, anyways ive heard (and seen) about homosexuality in the animal kingdom, maybe thats whats going on

What kind of fish? If they are cichlids, it could be mating. My angels acted like that before they laid eggs.

thats what happend to my 2 Molly fish and one of them got pregnate, all the babies died though, i would resesrch on how to take care of baby fish
btw males have longer fins
