how do i fix a parquet floor when water has flooded over it and it starts to warp in some areas?

If it's started to warp I would pull it all up. It's bound to be wet all over the area and to be on the safe side, pull it all up.

tear off and redo - once water gets into wood, yours FLOODED = gone case!!
