No. Normal speed cameras flash twice. Dummy ones don't flash at all.

No, dummy (GATSO) cameras do not flash twice, as they do not contain the radar system used to determine your speed as you pass by. The flash is only triggered when your speed is over the programmed limit.

You would be suprised how many GATSO cameras are in fact dummies, but I'd advise against complacency as the "live" and "dummy" units are swapped around on a regular basis.

GATSOs are the most common form of cameras on UK roads, however there are other variations that do not use radar / flash photograpy. Truvelo cameras use sensors in the road, before taking front facing digital images, and SPECS use digital number plate recognition systems to work out your average speed over a larger distance.

Dont forget the good old traffic copper hiding in a bush with a laser / radar gun either......

Let's clear up a couple of commonly held misconceptions here.

1) Camera flash - not all speed cameras flash, if you pass them whilst over the speed limit. This is because new speed cameras don't have flash guns, they use infra red sensors. They can take pictures in the dark, heavy rain, fog, etc. and you would never know.

2) Camera film - most modern cameras installations do not use film. They are digital and send the picture directly to the DVLA via a modem link, where the ticket is generated automatically. They can takes thousands of pictures a day.

This is called progress - you either keep up with new developments, or you lose your licence...

Dummy cameras contian no film they are just a shell. Sometimes real ones won't have film in them but still flash.
The two flashes are for two shots to record the distance travelled to verify your speed.

Not always, if they have no power to them, then they wouldnt flash at all.

I saw an ambulance on blues n twos pass a camera at some speed, i was doing dead on 30, the ambulance must have been doing 50 or more.

It was night time and there was no flashes.

If the camera flashes twice, there still maynot be any film in it, so you could be ok

To Tony R, the reason there are 2 flashes is because there are white lines on the road, when the first flash happens the picture shows the car, registration and the white line, the 2nd flash will show how far the car has travelled between the lines and this works out the actual speed .

Yes, it was tested in Top gear. The first one will be a photo taken just after you have pass through the camera and the second one will flash a short time after. So two photos are obtained when you are caught overspeerding.
