The name pelican is made up of the beginning letters from 'Pedestrian Light Controlled', with the 'o' changed to an 'a' so it has the same spelling as the bird. The use of animal symbols began in 1951 with the introduction of 'zebra' crossings. The pelican is the old fashioned pedestrian crossing facility which includes the flashing amber and flashing green man.
A zebra crossing just gives Pedestrians right of way over vehicles

A zebra crossing has the black and white stripes on the ground and the yellow constantly fashing globe lights either side. A Pelican crossing does not have the stripes and has traffic lights with the green and red men to indicate when to cross. A car must stop at a zebra crossing when there is someone waiting to crss. At a Pelican crossing cars do not have to stop until the traffic light turns red.

Zebra crossing - black-and-white bands across the road, orange flashing 'Belisha' beacons on the pavement.

Pelican crossing - marked area across the road, traffic lights controlling vehicles, red/green lights controlling pedestrians.

Toucan - the same as a pelican, but with a cycle lane.

Puffin - same as a pelican, but with high-level buttons to allow horse riders to cross.

A pelican crossing is, split with a central island, has lights red and green man and an audible warning for blind pedestrians.

A zebra crossing consists of alternate black and white lines, a zigzag area for cars to wait in, a belisha beacon on each side and sometimes a central island in which case it becomes two zebra crossings.

The answer to your question is no.

Zebra crossing: You stand there, the traffic should stop to let you cross.
Pelican crossing: You press a button and the lights change.
Toucan crossing: As above, but used on cycle paths so "two can" cross at once - pedestrians and cyclists.
