hello need to know who to contact?

I did part time work for this company, decided I did not like it, quit, was told they would hold my paycheck until goods were returned, they were, but now still holding my paycheck. Who can I complain to? Work was in Texas and new to the area. Please help

EEOC directs such disputes on behalf of the Department of Labor.
